Game of the Year is chosen by the people handing it out, or the public vote. PETA gave GOTY to Fable II because of that yes because of dogs, but because PETA wants the protection of animals.

Calumon: Tag is the Game of the Year EVERY YEAR! ^^

Please Stop Capitalising Every Word It Makes Your Post A Pain To Look At.

Individual companies choose their game of the year, not everyone's. There's IGN's, The Escapist's, all the gaming magazines, E3's etc.

There is no individual GoTY, different companies pick their own Game of the Year.

You do understand that there's more than one Game of the Year award being handed out every year? Each site has their own picks...

Wait, so PETA chose the game where you get an achievement for shooting a rabbit, even though it does nothing to you?

OT: well some of them are bleedin' idiots if they choose Deus Ex to be a game of the year.

I've come prepared!

Also, the achievement for kicking chickens

But I know wher OP is coming from, Oblivion, Fable II, Fallout 3, Gears of War 2, Call of Duty 4 and now Batman all have GOTY versions, it gets a tad confusing

I guess that if you can issue press releases that some poor sap reads or have a web site that someone other than you reads then you can choose a game of the year. There is no international regulatory body that governs game of the year declarations. They have their priorities wrong and their heads up their asses worrying about things like the economy and law instead.

It is a marketing tactic. I know paramount(?) got in trouble a few years back for false advertising when (in the trailers) they put "Best movie of the year" and such and credited the source as Mark (something) who turned out to be an assistant in marketing. Although, morale of the story is, they lost a multi-million dollar class-action lawsuit over it.

Publication editor-in-chiefs? Also, whats up with the overcapitalization? That's not even lazy, just annoying.

Everyone chooses GOTY for himself, as everyone has his individual opinion on what constitutes a perfect game for him.
Now read that in an "old and wise buddhist monk" kind of voice.

Also, Who The Fudge Capitalizes Every Sentence He Types? Dude, This Is Not Tv Tropes Wiki!

Different publications hand out GoTY to different titles. I remember seeing GTA IV getting GoTY back in 2008 from GameTrailers, and Metal Gear Solid 4 getting GoTY from GameSpot.

If anything, I think we should just let the reader base pick the game of the year by voting in a poll or something.

The "GOTY version" is basically the same as the "Gold" editions and such, but with the added bonus of allowing the publisher to point out that someone somewhere thought their game was the best thing that year.

Calumon...you are brilliant. But what about Hide and Seek? Thats gotta be a close second.

And seriously, everyone has their own game of the year. They have their criterion. PETA chooses it based on animal friendliness. But I for example choose it for the mix of fun and story. It really is up to every person.

But seriously...Hide and Seek or Tag. They win.
