Why is incest such a popular theme in Anime and Manga?

Isn't KissXSis a incest anime?
I think there are other that do the 'second cousin' thing.

I mean, even the CLASSIC Tenchi Muyo had a bit of incest to it.
One of Tenchi's two love interest are sisters who are related to him in some way.

Then you have the bible, who did you think Eve & Adam banged after each other?

Some animes out there rely heavy on the most obsessive part of the fanbase(aka "whales"), that are most willing to blow A LOT of their cash on special edition blu-rays, figurines, pillow cases and other show related stuff.
I don't know if there's a correlation between obsessing over a cartoon and weird sexual deviations, but you can see it overlapping frequently.

I watched an Anime recently on Netflix at random. It had some disturbing 'suggestions' about incest with young sisters, including nudity. To my western eyes, I felt uncomfortable and I won't be watching it again. I'm sure I've heard about it in lots of other popular shows. I don't understand why these Japanese creators are fascinated by the taboo. In other shows, I've also noticed an obsession with underage school girls. Is this a really popular thing for Japanese viewers? Why?

Is there something psychological at work here?
Yes.

First you need to understand Japan is still considered a "Nation of Contradictions".Give me a minute to explain the culture in Japan and how it will answer your question to why some anime is the way it is.

People are held by culture to be very conservative in any public or even in private in Japan. People at a young age are taught to not rock the boat at all. That they must fit into a mold of what exactly curtails in Japan as a upright citizen. This is to work , get married have a family and be successful ,that any divination from that is usually looked upon harshly. Unlike the West, where individuality is endorsed, in Japan as well as in many Asian nations it's a social and economic death sentence.

Although Anime shows it differently, Holding hands , Kissing and even discussions of sex are held in check.Publicly these are considered taboo or even a insult to many Japanese if demonstrated in public.People can even lose jobs or even future prospects of one if they get spotted by the wrong people in public. With that men and women are far from expressive of their emotions in public because of the conditioning being raised.

While I'll give you props for providing sources, a public forum's hardly a decent source for these things. While the Japanese are more conservative as opposed to European and North-American societies when it comes to public displays of affection, what you're saying is far too generalized and more and more outdated. There's people doing in public whatever they'll want to do like in the "West", and there's people there that frown upon such things like some people do in the "West". The ratios might differ, but saying that holding hands in public is a taboo or an insult is frankly laughable. These things are less common, but nowhere near anything that can be attributed to "conditioning". Hell, go to Osaka and you'll see plenty of Japanese people not giving a rat's ass about respecting personal boundaries, being quiet in public or other such clich?s attributed to the Japanese.

Despite making some of the girls bigger jackasses or dumb asses, this is why I prefer Tenchi Universe overall. Plus, Universe had an actual plot going on, while Muyo had some plots, but most you had to know by side material or reading the manga.

Well, even porn needs some kind of story to hang itself off of, and story is essentially "person wants thing, but there is an obstacle". Incest is a natural obstacle in any romantic plot where a person fancies someone but needs something in the way. The obstacle being something expressively forbidden/illegal makes it more exotic and dramatic. It's not in anyway unique to Japan, even though it is far more prevalent there in fiction.

Whatever, just wash your hands.
I think the whole "sister not sister" thing is a hold over from WW2. Apparently at the end of the war, orphans were really common. So it was rather common for families to take in orphaned children for a secondary reason of having someone for their children to end up with.

HA HA HA! Yeah, just a little incestuous. A pair of sisters who are already Tenchi's great aunts. All total, Tenchi's harem contains 3 pairs of sisters, 2 mother daughter pairs, and 1 mother granddaughter pair. That's between 6 girls, and that's just what I remember off the top of my head. Oh, and the girl you were talking about only latched on to Tenchi because she was originally going to marry her brother but he's only interested in women that look like their mom.

EVERYONE in Tenchi's harem is already related, sometimes multiple times, sometimes to him. That's what happens when you come from a family of immortal deviants with no age or incest taboo.

Tenchi might have invented Incest in anime. This is all Tenchi's fault! Dammit Tenchi!
