You know, I wouldn't have minded if something like this was in Skyrim. Maybe have 20 words instead of 60, but make them able to combine. So you might have some words for effects (like storm for AoE, beam for a long-duration shout, blast for a short-duration high-effect shout, etc), and others for attributes (lightning, fire, ice, beast, etc). Obviously some combinations wouldn't work, but you could combine them to make weird combinations.
e.g. Summon beast storm could have you summon a swarm of insects to attack enemies in the shout-range, or Summon lightning beast might be a homing lightning projectile that does multiple hits, and then you could have things like 'Storm of ice', which would be like cone of cold in DA:O, vs Ice storm, which would have you shout and an AoE blizzard would appear where your shout hit. (maybe throw in an ability to mix elements as you master the language "Fire AND ice storm", or get some later words like 'strong' or 'large' or 'concentrated' to give you better control over the effects and damage you do.)
It would be hard to do well, but it would make the game feel more personal when you make your own dragon-shouts, rather than relying on pre-sets.
OT: Did someone say super-hero? (Though I must ask, am I limited in how frequently I shout?)
