While i agree with the broad point your making i wholeheartedly disagree that you should treat rapists differently from any other kind of criminal. The vast majority of crime is not accidental or excusable, the vast majority can be put down to nature or negative influence, as with rapists. Yes rape is a terrible thing, and the punishment should be proportionate, as with any crime.
Once you go down the route of saying your going to treat certain crimes differently from others, not only do you undermine the justice system as a whole but you also risk creating a two teir justice system.

Everything you've said could apply to less revealing clothes as well, formal dresses for example, they look amazing and aren't as revealing as a tank top and mini-skirt, but I guess that's just opinion...

I think the nuance you might be missing is that sunburn is a reasonable expectation. You go out in the sun, and it's reasonable that you might be sunburnt, so taking precautions is a reasonable course of action.
There is never a case, ever, wherein there is a reasonable expectation of rape. If that is the society in which we live, then we need to fix our society, cause that is a fucked up state of affairs.

Isn't the fact that not only did it happen, but it happens quite often enough reason to take precautions?

Sorry, but not everything is about other people or attention.
For example, if I wanna dress up nice, I'm doing it for me. So I can say `yes, I think I look good/acceptable` while looking in the mirror. I don't care what anyone else thinks, the someone who cares is me. I actually hate attention, I'm totally socially awkward.
It's perfectly possible to dress a certain way because you want to, not because you want attention.

It's also perfectly possible to not even think about it, if you asked most people (male and female) why they dress how they do, they would probably just say `I just do/I like it`.

By revealing I refer to anything where you can see the skin usually only seen when someone is wearing a bikini or less.
