Well, actually, the time was a couple months ago, since DRAM prices have been shooting upwards for about a month now. I briefly touched upon this in the Steam Machine thread, but there is a big shortage of memory chips because the AI companies are buying up all the stock for their datacenters and manufacturers can't keep up with demand, or possibly don't want to so prices artificially stay high.
Storage prices are also going up, and it's predicted that it won't be long before anything else that uses memory chips will get (further) price hikes too, like GPUs and possibly consoles and mobile devices. And chances are things will not be improving anytime soon, maybe for years to come, unless the AI bubble collapses. Pretty much all the gaming-focused tech channels are advising anyone with plans to upgrade to not wait.
I myself had planned my new build for next summer, but I've already bought some components. The memory sticks I bought three weeks ago are now double what I paid.
