It's from Vanillaware. They're all about that stylized high quality 2d art. They also did Odin Sphere, Dragon's Crown and 13 Sentinel: Aegis Rim. This was originally on Wii, but running it through Dolphin with a texture pack. Basically a free remaster. Makes it nice and crisp. Hence the "HD".
