I don't think Blizzard are enforcing 40 second delays, it seems like 40 seconds is just the maximum time the client will wait before timing out and needing you to try again.

Because it's more efficient to use a single word rather than to say "I am a fan of x" every time you need to reference a hobby or interest in conversation. People label things to make them easier to communicate to others, if we didn't we'd struggle to have even the most basic of conversations.

I just hope that this isn't for a specific proposal, or else the internet has just spoiled it.

As far as I can guess, It sounds like player characters will be stored on battle.net and you will need to be connected to access them. It's obviously intended so that players can take their characters from single to multiplayer and back again without being able to cheat. That's a perfect reason...
