That concept is supposed to be there actually. Rockstar works a lot of social commentary into GTA, especially the latest one, and right at that instance it's the blissful unawareness that envelops a lot of people about the tragedy of life in some places.

I can't think of a boss fight in that game that wasn't like that. The freaking armadillo bug in the beginning did that to me until I died.
