I'd consider it more of a quality scale, with 7 being pretty good but nothing special at all. That's the rough average for games. 5 is very middling quality, barely acceptable, which most games are above to some degree.

Occasional, artful screams for effect (now that's a weird sentence), a la Judas Priest, Sabaton or Manowar, are fine and can really add to a song, although I'd be quite happy without them. Total replacement of the vocals by hideous, unintelligible shrieking? Not so great.
