Legal obligations come from the Refugee Convention & the 1980 Refugee Act. There's no international legal obligation to grant asylum. But refugees cannot be turned away-- they must be processed-- and are protected from refoulement.
So, i assume you're talking about a moral obligation to grant asylum. You believe countries have no moral obligation, even when the asylum case is valid and the threat is real. Is that what you're arguing?

The only obligation a country has is to make decisions that make the country better. That could or could not mean allowing in immigrants.
