I'm not sure I fully got the joke with this one, and what on earth is happening in that second to last panel?

I think the main joke is that Rad interprets 'securing' the flag as protecting it as opposed to picking it up. I think on the second to last panel he demonstrates dodging lasers while staying attached to the flash and in the last panel shows his cool determination to keep doing that.

Actually yes, it does.
He will mercifully put them all out of their misery.

That look on Rad's face in the last panel cracks my shit up. Nicely done.

The joke was "Is the flag secure" (as in, have you taken it away from the enemy) and Rad responded with "yeah it feels pretty sturdy" (as in, the flag is attached to something in such a way as he can't take it). He's being shot at in the last two panels and is upset about that. He dodges and then when he stops he is glaring at the enemies that are shooting at him. I am completely amazed that most of you can't understand this.
