Yeah...I don't think they are actually based entirely on something existing but that doesn't mean they are original. The trope is widely known - agents of fate/entropy/chance who influence stuff subtly starting with . It's been done. It's dressed in a more eastern fashion. It's taking a lot of cues from the Euthanatos from the old World of Darkness (cutting out the darker/creepier elements), mixing them a bit with the Akashic Brotherhood and then giving them a terrorist bent. The whole thing has also been done elsewhere but with so many inspirations from WoD, I'm just citing the first thing that comes to mind.
