Basically, i just got onto Halo Reach this morning, and because of these challenges that have been completed world wide, Bungie have given us more armoury stuff and i believe new ranks.

Sure.

Now as for my opinion. Well, I haven't been able to play Reach beyond the campaign (wasn't on my own Live account) and the Beta so the rank cap never actually affected me. Plus all my friends who have been able to play never hit the rank cap themselves.

Still, it's good to know that the rank cap won't ever affect me and that I'll be able to get exactly the practically meaningless but aesthetically awesome armor I want.
