Well, he is the guy who built the Concentration Camp and organized the Holocaust. Hitler gave the order for it, Himmler did the deed.
Why did they honestly need to make a list of it though? Can't we just conclude that most of the higher members of the Nazi party were radicals and in some cases evil.
