For the most part, no. Sometimes shit happens and people can't work. Those people subsisting off of the state temporarily while their problems are being corrected I have no particular problem with. I would prefer everybody was prepared themselves for such things and that therefore no one would need to rely on the government, but that's not always feasible. As such, a safety net for the unfortunate saps is not a terrible thing.
I am opposed to giving welfare to those not actively seeking a job however. The government does not, and realistically cannot, provide indefinite support to a portion of society. One of the requirements of being on welfare, barring a condition that makes working literally impossible, should be a minimum 10-15 job applications per month. Those on welfare should be actively trying to get off welfare. If they can do that, I see absolutely no issue with welfare at all.
