Super Monkey Ball Deluxe ... a guilty pleasure.

It is interesting to note how prevalent killing is in computer games and that we hardly notice it unless we think of it, are we becoming desensitised to it perhaps? ... that's for future generations to worry about, I'll just get back to slaughtering waves of bandits in Skyrim and arranging the bodies in amusing poses ...

Probably Minecraft, but that's arguable as far as killing people (it was on a multiplayer server that allows pvp, but I only use mulitplayer to build with friends). If not that, then Anno 2070. That's probably just as a toss up as Minecraft though, so then I would go to Transport Tycoon Deluxe.

I haven't killed any "people" in Dragon Quest IX yet

You're talking non-combat games though right? The last I played was Skate 2 as my mate sent it to me to play through, before that, Portal 2 and then maybe Flower, come to think of it, I actually prefer non-combat games

Actually, I try to avoid that, as I want everyone there to be my best friend. Hitting them on the head does not endear them to me.

Besides, you can't hack away at them with axes, which is LAME

I am somewhat ashamed to admit that it was in fact FIFA which I played earlier today. It's okay, I didn't patronize them it was a friend. It's not a bad game it's just that it's ridiculous that they can release a new edition every year with hardly any differences.

One of the Harvest Moons I own... Cow milking is a good way to de-freak out yourself after playing Silent Hill for a few too many hours.

I'm a bit confused. The title asks for the last game without killing people, but OP says without combat. Batman: Arkham Asylum involved combat but no killing, does that count?

Without either, I'd have to say Minecraft. I play creative on peaceful and ignore all the animals.

Serously thought, that game is a hidden gem, i recomend it to all DS owners with 20 dolars to spare.

Took some thought; been playing a LOT of Modern Warfare lately. The answer appears to be Wipeout Fury, seeing as how I can wreck people they don't actually die.
