A birthday question

I ran into an awkward situation the other day. A friend of mine and I got into a conversation with a stranger in line at the movies, and somehow we started talking about our ages and my mate was asked when he turned 19. He said it was about a month ago and the man proclaimed "Happy Birthday!!" like it was actually his birthday. I was dumbfounded and neither of us knew how to respond. Gladly we were next in line and we ended the conversation there.

So that leads me to my question. What is the largest amount of time acceptable of a "Happy Birthday"?

I figure that after about 2-3 months have past than you are out of the birthday area.
It's different if it's a family member or friend that you never see though.

the 24h of the day when your born, and after that, if it don't have a "belated" in there, it ain't legit XD

Any time I suppose. I'm on that strangers side; I'm in favor of whatever makes anyone's day more pleasant, even if surreal or eccentric.
