Just to clarify the enemies do not level with you, and leveling up in no possible way can make you weaker.

A restart for the OP sounds frankly retarded. If he is having problems while being overleveled, how can going back to a lower level help?

OP: After the first bell noobs/first timers should go to the area with the C demon which unlocks the sewers. You can find it by opening the door near the drake's bridge and the sun warrior dude's first location.

Yeah don't listen to the "HUR HUR RESTART!" people. Listen simply upgrade your weps and armor. Be very very cautious when going into new areas, this means, shields raised. Let the enemy take a few hits at you to observe their movement patterns and determine when you should strike. Formulate a tactic against that type of enemy. Do this with every enemy, it seems kinda tedious but its so worth it when your pwning them.

As for bosses, loose the first time and just observe. Some one mentioned the C Demon, he is a big example of just go in and learn the fight. He is a pain in the ass of a boss. Killing him how ever is rewarding.

Wow, that's some serious grinding you've been doing. I'd say you'd be better off looking into the garden first (unless you already have), following that go through the depths and then give the catacombs a shot. At the very least it will ready you for Blight town, you'll need to be on your toes there.

Also there's no need to start the game again, you're free to play it how you want to, that's how the game is built, there are usually several different ways in which the player can tackle any given challenge.

P.S. Divine weapons, but, you probably already know that.

regardless of level, you've still got darkroot forest/basin, lower undead burg, depths, blighttown, sen's fortress, anor londo (and optionally painted world) before you actually need to do anything in the catacombs. Sure, you can go there earlier, but there's no real point, as you'll have to go through it again. And the tomb of the giants is a massive *****.

But yeah. not catacombs yet. You've still got the waking nightmare that is blighttown first. You poor, poor bastard.

I'd suggest going to Darkroot Forest/Basin and getting all the nice equipment tucked away back there. Also, this will give you a chance to stock up on Purple Moss, which you will most definitely need in Blighttown. After that, go to the Lower Undead Burg, fight the Capra Demon, then use his key to access the sewers. From there, you can access Blightown and Queelag's Domain, which will let you ring the second bell. It's fairly straightforward from there, though I would recommend putting off the Painted World of Ariamis until after you finish Anor Londo. Be sure to also try and enter Blightown from the Valley of the Drakes, there is a Fire Keeper's Soul on the way there that can be easy to miss.

Also, don't be afraid to explore New Londo Ruins before you need to go there. You can't progress all that far, and there is some nice stuff to find (plus the only NPCs who can cure Curses for free). The Ghosts aren't too difficult so long as you remember to use Transient Curses, and don't let them grab you.

You shouldn't need to visit the Catacombs until after Anor Londo, which will take you down into the Tomb of the Giants. You'll want a divine weapon to deal with the skeletons. I recommend Astora's Straight Sword. You can find it sitting under the Undead Dragon in the Valley of the Drakes. You can actually grab the sword without aggroing the Dragon, but there is also a nice shield there you'll have to fight for.

Stats don't matter all that much in Dark Soul's, with the exception of stat requirements on weapons. The only stats I put much into were Vitality and Endurance, nearly all my other souls went into upgrading equipment, which pays off much better in the long run. If you want to grind though, there is no reason not to. Enemies don't scale, so if you think the extra levels will help then go for it.

protip Its best to just bum rush the pea shooting voodoo men in blight town because they dont respawn after you kill them. Spider shield is also the only shield that will prevent you from contracting toxic.
Alternatively, if you've got the ring of fog, you can put that on, aggro the snipers, figure out where they are, run out of range, then kill them with arrows or sorceries, pyromancies don't tend to have the range. I had to do this because I was using a standard def TV, and the spider shield didn't block enough of the toxin for me to find them.

I just recently started playing Dark Souls a few weeks back (never played Demon's Souls), and the game is really clicking now. I would suggest having several combat options. I would recommend either going with Miracles or Sorceries (level faith or intelligence) so you have some magic in your arsenal. Also, using a bow and arrow or crossbow is extremely useful as well. I just got the Lightning Spear miracle from joining the Sun covenant (but you need of faith of 20 to use it), and it's an awesome attack, it has saved me several times already. I also want to get the Pyromancer's Flask at some point to use fire magic. I would suggest to have a main weapon in mind that you want to use for the long haul, either something that scales with Strength of Dexterity (and only build up that stat) or a weapon with lightning, magic, etc. attached to it. I've found the game much more enjoyable by just having more combat options at my disposal.

OOh and the priest in the first belltower sells some awesome rings. Cursebite ring and poisonbite ring are DEFINITLY worth having!
