Anyway as ridiculous as it seems to me, I was never the target audience for this stuff. Maybe they will toss in some cartoon/anime style meta joke about a lightbulb going off from an idea that he powers up. Maybe do a Phoenix Wright parody for good measure, the opportunities are endless.

Nah. I want Barry Ingham at his most Victorian British, or at least a Jeremy Brett impersonator.

All of the other electric rats in the world are out there shouting their species' name in a squeaker voice, and then you've got this one guy in a deerstalker cap who secretly laments that he looks almost unbearably cute while brooding in front of a fireplace. Insert the occasional forlorn sipping of a glass of whiskey or a few melancholy violin numbers.
