hello, I am considering downloading the demo for a game called order of war, according to steam, the minimum graphics card requirement is 256 MB VRAM NVIDIA GeForce 7600, and the recommended one is a 512 MB VRAM NVIDIA GeForce 9800.

I have a 1 GB VRAM ATI RADEON 4650 graphics card, and in all other areas (Processor, RAM, etc.) I meet the recommended requirements.

so, my question is, does my card meet the minimum or recommended requirements? or am I out of luck?

also need to point out that yes, I do know that I have more than enough dedicated RAM, but the cards themselves are the ones I have trouble comparing.

It should be just fine. Sure, the 4650 cards aren't cutting edge anymore, but they are almost exactly comparable to the Geforce 8xxx series.

nVidia have a large coverage of the GPU market so you might not see ATI mentioned enough in specifications but ATI will work just as well, if not better. (apart from some minor issues with shadows).

ATI cards even work with nVidia Physix (CPU mode only but works).

This would have been resolved by googling for 4650 benchmarks and seeing where the other chips mentioned fall relative to it. Or, y'know, just downloading the demo and seeing what happens.

According to tomshardware.com it is about equal to a 8800GS.

It is between minimum and recommended requirements.
