Is it Agonalia then? It falls on the 11 of December this year and that dose fit this riddle. 7 rises 7 falls refers to a week I think 3 more times ( 3 weeks) and 12 will fall on January 1st 12 falls to 1. So it could be referring to the date December the 11th and there is only one one word Holiday that falls on that day Agonalia.
