The Arbiter is honestly the only thing I ever liked about Halo. And I'm definitely more interested in Jansen than Kaim in Lost Odyssey.
Outside of video games the most recent case of this for me was in Inside Straight by George R. R. Martin.
People across the globe have been given super powers by an alien virus. Egypt is being gripped by genocide against "Jokers" people who have been physically deformed by the virus.
Hollywood holds a contest called "American Hero" looking for the next great Ace (superhero). Most of the book the hero (i can't remember his name for the life of me atm) is a man who worked as a production assistant on the show who leaves for Egypt after being possessed by a female Egyptian ace long thought to be dead.
The real hero for me is Rustbelt,a contestant on the show, a country boy from a backwoods mining town "gifted" with literal iron skin, superhuman strength, and the power to rust metal (other than his own) to dust with a touch. Late in the book, after being ostracized for much of it after being accused of racism by another contestant, he walks out of the final voting ceremony and goes to the airport intending to join the fight in Egypt. He gets there to find that most of the other contestants have decided to join him in being a REAL hero.
He doesn't have a huge part in what comes after but he really comes into his own in later books in the series. Particularly Suicide Kings.
