If it was simply locked, then no. The badges are only at risk if you are put on probation or banned.

Hey, I dedicated years of my life to not doing anything in Boy scouts, getting Eagle Scouts to try cigarettes, and generally encouraging people to not buy into meaningless symbols that represent accomplishments which only matter in the context of a service you already pay for.

I didn't say it quite so eloquently when I was twelve but...seeing someone be paranoid about whether they're going to win the badge or not makes me worry.
