A strange problem with Oblivion

Ok, so I decided to play through Oblivion. I didn't like it much, but if you sidestep the guards that know whatever you do all the time or the not-so-great combat, it's ok. I heard about the Dark Brotherhood, the group you have to kill someone to get into. So I set off and killed the closest NPC.
[Whoever] is unconscious.
Huh, I was aware this happened to important characters that were needed in future side quests, what a coincidence that I chose to kill them first. Best kill another NPC...
[Whoever 2] is unconscious.
Now this is just silly.
This is not exaggerating, I spent around an hour trying to find someone who was not vital to future quest chains, and gave up eventually.
Maybe it's because the Oblivion world is under-populated, or there's too many quests, I don't know, but it fucked me over.
Anyone else notice this?

No, I never had that problem. Oblivion always seemed like it was full of plenty of people whose only purposes in life is to eat a sword and cough up some change and maybe a house key (assuming I hadn't already broken into their house and stolen EVERYTHING).

Or go kill a peasant. Or a mad man. No beggars if you want to join the thieves.

I have the Shivering Isles expansion and I usually kill the madman there.

I liked it better in Morrowind when it comes up with a message telling you that you have to reload a save file if you want to continue the main quest, but you don't have to. That was better than all this unconcious bullshit.

Do the Arena. Killing the champion counts as a murder for some reason.
It's how I always did it. Has the added benefit of avoiding guard attention.

I always went to Cheydinhal the south slightly to a little village. There's about 6 people there you can murder in their sleep quite easily without any guard attention.

I'm pretty sure it only counts as murder if you do his quest first.

When you go for the Anvil recommendation, let the rogue mage come close and, before she talks to you, toast her ass with a fireball.

Get the recommendation and get visited by the Brotherhood.
