I know that technically, he doesn't have any powers, the super serum that made him the super soldier just happens to make him the pinnacle of everything human. Peak Strengh, peak reflexes, etc...

But I have a question (I have had it for a while now). But basicallt I was playing Marvel vs Capcom 3 before and I was explaining to my cousin that Captain could very well fight off other characters because of his powers, training, etc. When I got to fight Haggar, so he said, yeah so he's as strong as Haggar... And that made me think, that's the basic problem with this character. He's as strong as a human (not super) can be... But Haggar is a regular human, just really strong. So Cap should be as strong as the Mayor. But what happens when another regular joe becomes stronger than that benchmark (stronger than Haggar in this case). Was Cap as strong as that new benchmark all along or do he suddendly (in the depiction of his character of course) he becomes as strong to compensate. I mean he's the pinnacle of human achievement. But when other guys push that limit and Cap is still the pinnacle... Then... Do his powers increase? Was he that powerful all along? Is he the pinnacle for the 40's only? Or is it another thing?

Generally with comics you'll find he's as strong as the plot demands him to be. He'll be as fast and as accurate as the plot demands him to be as well. There'll be times when he can punch through a brick wall because the plot demands it, then there'll be times he fails to break open a thin plywood door, again because the plot demands it.

Look at Batman. He doesn't even have a super serum, he just trains a lot, and the crap they have him doing in his own power is in no ways realistic.

You will generally find the biggest indicator of a superheroes strength and powers is their popularity. When Wolverine was introduced he was in danger of being killed if he was shot through the eye, because his brain would not regenerate at all. Now his body can regenerate from a single remaining living cell, in a matter of minutes.

Virtually all the cross-over fights between superheroes end exactly the same way, they'll fight for a while, find out they are an even match for each other, resolve their conflict another way, and part as friends. How is this possible in every single superhero crossover? The writers tweak the powers so they're evenly matched, even if it's pretty ridiculous.
