I was under the impression that if you went to a town in Scotland and asked if they were Scots or Brits, they'd say Scots. So if an English actor emigrated to the US and became an American Citizen, they couldn't play The Doctor then by that logic. Seems kinda weird. All-American type characters in TV shows here in the US are commonly played by people from all over the world. I'd say let a character be played by any actor if they would do a good job and who cares where they are from.
How about Dwayne Johnson? Who wouldn't want to see The Doctor suplex some Daleks... Just kidding but that would be kind of kickass.
