So, I think that everyone likes a game with bots in the multiplayer but some games dont work very well with them, like Gears of War 2. They just always did the same thing and if the player died it usually takes too much time for one bot to kill the other one since both of them are "afraid" of each other.
I kind of liked one thing from the Perfect Dark Zero bots, they had behaviours that you could choose before the match started. For example, one bot could be vingative, the other could be a more defensive bot, and the last one could be a teamplayer, always near the rest of the team, although it ended up not changing much.
There are 3 things that should be in the game for bots: Behaviours, Dinamic Tactics, and Relations.

Behaviours I think that you all know what it is now, it would be more noticable then in PDZ.
It should have offensive, defensive, teamplayer, vingative (the enemy that killed him would become a priority), doubles (similar to teamplayer but he only follows one guy), rampage (fast and after the best weapons and always after the kills), and coward (he would try to avoid combat if the odds didnt point to an easy victory).
Dinamic Tactis could be something that affected the whole team, for example, at first the team starts with an offensive tactic (defensive players still defend, just more ahead in the battlefield), then they start loosing so the tactic changes to defensive. This may not be very important but it would just insure that over the time the match would change, and also insures that the bots wouldnt get pinned down at one point and after respawning go die again at the same spot.
Relations should be something that would occur "behind" the game, some mathematical equations to garantee that bots can prefer one bot to another. For example, there is a bot with a kill/death ratio of 0.6 and an enemy if coming and he as a kill/death ratio of 1.3, the bot will not try to confront him on his own unless there are other factors that can help him, the weapons that they are using, his health remaining, and maybe the position could be in the equation too (if he has cover nearby, if he is in higher ground, etc)
It would also create friendships between bots, a coward bot would like to stay close to the bot with the best K/D ratio, but only if he actually has a big K/D ratio, like 2,5 or 3 to make it worth it.
If you help a bot (kind of like in Left 4 Dead) he would stick closer to you.
And there could be a voice system like in Counter-Strike for the bots, "cover me", "need backup","follow me"...
There could be more stuff added to them but I think this are some major points that could make a lot of difference.
In the end it would create a match where every bot is different, the player would feel the differences between them and it would be something great for players that dont like or cant play online.
