Woah, okay, that may be taking it a little too far. It's deplorable and an awful thing to do to someone, but I don't see why it's a crime.
Well, to me, enforced faithfulness is still better than none at all. I find it very hard to trust people, so I prefer to know someone won't cheat on me because it's illegal than because of simple trust.
Anyway, as dystopic as it may seem now, after one or two generations this custom would be considered 'normal' anyway, so there's that. And once it became normal, the world is a better and more faithful place! Yay!

Edit: Then again, it's not only my trust issues -- I consider cheating people to be despicable scum in general, regardless of whether they are important to me or not. Someone who cheats either
1) has no self-control and is thus throwing away the great gift of having a critical human mind, effectively reducing him-/herself to a mere animal, or
2) has absolutely no sense of loyalty or commitment in a relationship.
Both of those things, in my opinion, are absolutely despicable.
