It's Guitar Hero's PSP game where you play all the instruments at once... kinda. I'm not sure on the specifics seeing as I don't really care that much.

That is quite the achievement, and probably caused by microsoft requiring every game to have 1000 points. At least, I think that is required... I don't have a 360, so I can't speak from experience.
They'd better make it hard enough to warrant those 490 points. That's the only reason I like achievements. The challenge. Not that I would be playing this game anyway, just in general.

1000 for the whole game, but having a 490 point single achievement is pretty weird. Almost as weird as being rewarded 1000 points for pressing "Start".

Well, since MS requires 1000 points for every game, and the devs run out of ideas for good achievements, then they just make a very difficult achievement, and add all the unused points in there. At least, that's what I expect.
One more reason why gamerscore is stupid. Achievements are fine but there isn't much consistency in terms of difficulty (The Simpson's 'Easiest achievement ever' rings a bell) or score (like this one).

I know this is gonna sound rude, but I would like to point out that this is not a PSP game, it's a 360 game, as evidenced by the OP's line to the 360 achievements page.

The PSP version and DS versions maybe, but it's basically another band instrument game much like World Tour and Rock Band. I wonder what these "secret notes" are though....

The thing is, gamers can generally spot a game that is an easy 1000 points. People can inflate their score if they're obsessive enough to want to increase their little number, but other people who take their score seriously can always say "Well, you've played Avatar, King Kong, and Fight Night Round 3... so that's 3000 achievement points you didn't really earn.".

I may just be stating the obvious, but having never had anything to do with the Guitar Hero/Rock Band franchises, I wouldn't know.
Anyway, it seems embarrassingly obvious to me that the secret notes are band names. Specifically...
6 there is Maroon 5, and 17 is The All-American Rejects
...two bands I've only heard of and must now smack my head into my desk to forget that. As for why band names are considered "secret notes" I wouldn't have the slightest clue. Still, that seems a tad much for one achievement, especially in light of me starting to crack the code when I know so little and care even less. Anyway, back to whatever I was doing before this came up.

True, though I'm not one of those who can tell. Personally I don't think there would be anyone who'd buy those games just to inflate their scores. But I don't doubt that there are some achievements on those games that are just as hard to get as any other.
Actually, maybe not. I've just looked up kong's achievement and there are 9 for 1000 points, none worth less than 100 and all seem to be story based. So you're probably right that anyone who knows this sort of thing can spot score cheat.
