I haven't watched it all but from what I remember this was a pretty decent anime. There were some emotionally powerful scenes in it, and everywhere Casshern went you had the feel that the world was broken, and in keeping with the title of the one who started the ruin he seems to leave only destruction in his wake irregardless of whether he wants to or not.
The overly cute Ringo also adds a stark contrast to all of the destruction but you still can't help but think about how the ruin is going to take her too eventually. Casshern's amnesia is a great component to the story, since so many people good and bad want him dead for reasons he can't remember. With this Casshern is set up as a character who has every reason to give up but keeps moving forward, with a few stumbles here and there.
While the fights aren't huge and expansive I thought it was a refreshing change from the usual fare of fights that had people pulling off grandiose spectacles for a single attack. I've always disliked the over the top fight scenes of anime like dragonball z and such. Fist of the North Star I'm ambient about, those fights always seem to just be buildup to the main character hitting them with an insta-kill.
As stated above this anime is more of a drama with bits of action for flavor than an action anime. And while there are certainly better anime to watch there's also muuuuuch worse.
Summary: With a cast of interesting characters, emotionally powerful scenes, good animation, and an engaging story. Casshern Sins should at least be given a chance. The character designs may be a little funky but at least it's not all super powered wild haired teenagers.
