Age, taste and genre preference are more important, I think. Could be helpful to avoid shows that are aggressively referential and/or meta, though.
Still, Fullmetal Alchemist, Ghost in the Shell: Stand Alone Complex and pretty much any Ghibli movie (esp. Spirited Away) are good starting points.

Full Metal Alchemist is definitely a good one, but i all depends on the person if they were into horror i would have them watch Higurashi, thrillers Death Note, if they like comedy BoBoBo, well i think BoBoBo you have to be pretty hardcore to watch that show at all.
The only ones that ever interested me were Death Note (until Ls Dead, the rest with the freakish kids was rubbish and i stopped) and Samurai Champloo which didnt look all too much like anime so i could watch it through.I usually cant stand the style at all. hate it.
i got started with naruto ( I don't recomend it for older ages) and Full Metal Alchemist ( one of the best anime series ever created) othervise anything from CLAMP (an awesome group of manga writers) is pure awesomeness
p.s. one advice is not to watch dubed anime since most of the times the english voice actors are horrible beyond what i thought was posible (and you also learn a bit of japanese along with it so it's a win win)

The only previous "exposure" to anime I had was pokemon and yu gi ho as a kid (not so much anime as cartoons, since I know how watered down it is).
Then I heard a few people on hear talk about bleach, so while bored one day I decided to go on youtube and check it out ... I ended up watching every English dub.
I looove it. problem is I cannot stand Bleach subbed. Which means I have seen every dubbed and every arrancar (or whatever there called) get there ass handed to them and Aisen get finished off.
Which means I have probably missed loads of good bits.
So I would say bleach is a good starter, where ever that fits in with your serious to jokey one.

3 very different reccomendations. Code Geass, Ouran High School Host Club or Death note.
I feel that all are extremely likeable and in the same exceptionally high tier of quality. The big difference being genre of course.
Each series is very well paced. While Naruto and Bleack are also very enjoyable, they are huge drawn out affairs, so they can be less intense and tedious at times compared to top notch stuff.

Yeah I watched Naruto for the first time not long ago and although it is initially very poor it has a very addictive quality, got me interested in anime so I tried Bleach which put me off it again.Yosato said:

But FMA is a good choice since it has great plot but can be funny at times. Also as many suggested before Death Note could work since the story is so incredible that even people who aren't into anime can watch it an enjoy the masterminds battle.
Now, don't get me wrong but Cowboy Bebop starts a bit chaotically... but later it becomes one of the greatest series ever so...
I wouldn't use Elfen Lied! First episode could scare somebody so he/she would avoid anime like fire for rest or his\her life!
For big shonen series like Naruto or Bleach... well... that wouldn't show anybody different side of animation generally people who haven't seen any anime consider them as something too childish... Also they have to many episodes so "beginner" could be scared. If anything just make sure the poor guy doesn't watch fillers!

.Oh and King of Bandit Jing is good but I've only seen the first three episodes... Though a guy in the first episode states he has nothing to do with the show and looks really random before being bashed away by a ship cruising through sand. I need to watch the rest of that series...
It's been mentioned once, but I'm going to put in a vote for Ghost in the Shell: Stand Alone Complex. For anyone who likes CSI, Law and Order, NCIS, etc. it's the perfect intro to anime. It focuses on a Cyberpunk Task Force that specializes in cybercrimes. It combines action, investigation, political intrigue and can get a bit cerebral. I would recommend introducing someone to the series first, then the third movie, Ghost In the Shell: Stand Alone Complex: Solid State Society, which continues the storyline from the series, before going back to the first two movies which have their own separate continuity.
Another good intro anime is Trigun. It starts out as more of a Western before gradually bringing in more complex influences.

If you want them to laugh, then Lucky Star or Hetalia: Axis Powers are ideal. Great english dubs, properly funny, and addictive.
For a more serious anime, yoooou should probably ask someone else.
For a good blend of the two, Trigun works. It starts as comedy, and descends into serious shit pretty fast. It gets downright DEPRESSING around the final quarter.
