It was an NES game, most of the levels played as sidescrolling platformers, levels were set up Start left, End right. You were some kind of soldier, you had a gun. sprites had more detail to them than, say, contra, and i recall items of different colored walkie-talkies you could collect, they did different things? or maybe you needed them to finish the level?
There was a world map showing you your level progression, i think at some points you could choose what path you wanted to take, and one level(3-4 in) turned into up-scrolling SHMUP, where you could fall off the side and die, becase it was just you walking, with ravines on the side of this road you were shooting along.
