any fictional setting where all superpowered beings that exists aren't Sapients

is there's any fictional world where every Superpowered Beings that exists there are no more sentient than IRL feral animals?

let's start with an example: Pokemon Anime(at least when using it's current formula)

Well...lots of settings with vampires in them have feral vampires (and sometimes werewolves).

And a big muscley ape would be considered superpowered (ish) if i had a human brain, so you might say the zoo has some superpowered animals for reals.

I'm just talking about settings where All Superpowered Beings that exists are confined to non-sapient ones here

Oh, right, missed that. Monsters with powers that'd be superpowers if people had them aren't unknown, but they don't normally get considered superbeings. Lots of alien monsters, for example.

does (lot of) Zombie medium counts as example of "All Superpowered Beings are Brainless Animals" trope(at least fitting them like a glove)?

I guess Digimon counts.
I don't think either Digimon or Pokemon count. Digimon clearly are self-aware, can talk, and are basically people in monster bodies. Pokemon are much more intelligent than real world animals, and some, like Team Rocket's Meowth and some psychic types, can talk and are clearly self-aware.

Fair amount of kaiju movies are counts more than Digimon or Pokemon(in terms of "all superpowered beings are brainless animals" examples)

Never mind the fact that they all seem capable of communicating with each other, not only across species but entire phylums, simply by repeating their own species name (or fragments thereof), and can also understand human speech.

Nah, I'd say Cthulhu is sapient, but on a scale so much more vast and so alien to us that we can't comprehend its thought processes. Same for all pretty much all the cosmic beings.

Except Azathoth, who is mindless while also being omnipotent.
