I start with my personal favorite Universe: Warhammer 40k universe(where Corpse Starch-eating Imperial Guardsmen did qualify, if not count as "Badass Normals that do Cannibalism" in superpower settings), and other example: DC Comics has Flamingo, not to mention Mortal Kombat's Leatherface

in a nutshell, this thread was this, albeit limited to badass normal ones in Superpowered settings

Well, in 40k, it's not just IG eating corpse-starch, there's also mutans and scavvies and cultists cannibals as well.

Anyhoo, the Night Lands by William Hope Hodgson seems to have creatures that are some descendant of humanity, just weird and hostile and will probably try to eat you, and some giant scary things not well described but they are why everyone that leaves the walls are supposed to have suicide capsules. I think the former might count as normal, and the latter as superpowered.

Also, in Edgar Rice Burrough's Barsoom series, there's people turning to cannibalism that a hero and heroine have to fight,and you might count some characters such as Carter as mildly superpowered.

Pretty sure Judge Dredd had its own take on corpse starch/soylent green and it had the dark judges and various other fantastical creatures in it on occasion.

Im not sure if this is what youre looking for but Pete clines has a fun book series about superheroes that survive the zombie apocalypse and Shepard a small group humans while slowly trying to clean out the zombies. Its called Ex-heroes. I thought it was pretty solid

cuz perhaps TVtropes did groupthink "people that did eats people" in any setting with superpowers exclusively metahuman, regardless of the moral spectrum
