The depth of field is calculated based on what the game thinks you are looking at, not what you actually are looking at. When aiming down sights, I might actually be looking at the far right of my screen, but then that has gone all blurry.
In photography, you use shallow DoF to isolate your subject and blow out unwanted background information. In games, there usually is no unwanted information (except if the level design is intentionally horrible). DoF makes absolutely no sense from a game perspective.
