Are Steam servers always busy?

I've been trying to download a game for the past 2 months and everytime it says "The Steam servers are currently too busy to do a simple task that really should not be this difficult"

Main Discussion: Has Steam ever done something that really annoys you? OR Have you ever constantly gotten that message about the server stuff

Not for me, no.

I've bought a LOT of games during the June sale, and I've downloaded like 10 during what I assume was pretty heavy traffic period - the same time as all the crazy sales were going on. I did get a few server busy's, but otherwise I've managed to download all of the games with little problems, even during what might be "prime hours" - after 3PM and up to, well, past midnight.

Steam service has been pretty awesome to me.

Every time a game or major update for TF2 pops up the Steam servers get overloaded. Try switching to one halfway around the world, you may get better luck.
I've tried U.S., Europe, Russia (apperently they have a server there o_O). And all those do is just auto switch me back to U.S.

Ok this is just stupid now, I've tried nearly every possible location and all the servers are still busy

It can be a problem at your end, I often get the 'game not avaliable' or 'steam servers are currently busy' but I know its just due to my shit connection rather than steam since I connect through the neighbours wireless and theres no problem. Clearing the clientregistry.blob file normally fixes it too.
