Looks like they're opting for the "British Don" voice for the Penguin. Probably for the best, as his more refined/reformed demeanor of the latter-animated series probably wouldn't work too well in the game.

The hell is up with Penguin's accent? He sounds like a London homeless man. The Penguin needs a more refined voice than that.

Also: Penguin's voice actor is terrible. Considering they're an English dev studio you'd have thought they could bring in an actual Cockney to do the voice. He sounds like they've got an American to do it.

This is so true.
Besides, I like the voice AND accent they used for him in Batman: The Animated Series in the 90's way better.
