No, they can't. The premise is the aesthetic of Victorian era England (and a some other European countries) their were no Mexicans (or Americans) north America was doing the cowboy thing at that time.

I like Steampunk, but, these aren't terribly imaginative. Everything is just steam robotics. Should not Bane be powered by fell Alchemy?
