Actually, I don't think is has anything to do so much with naming rights, so much as wanting Korra to be a separate story, not just a sequel series. It isn't continuing Aangs story so much as building off of it as a firm foundation, while the creators push their limits a little and work with something they're comfortable with now.
The name brands it as its own thing, even if its set in the same universe. Though, if it WAS due to naming rights, I'll admit, that would seem pretty stupid, though the 'We had it first!', argument doesn't always work.
