My favorite NPC is Cutter in TES: Oblivion-Shivering Isles.
Some of the things that chick said...geez.
Least favorite would be Seymour in Final Fantasy 10, cuz that dude would never fucking die! XD

Harry Tipper in Timesplitters: Future Perfect was bloody brilliant!

More recently, T.K. Baha and the bus-driver bloke in Borderlands make me chuckle.

i reckon the grunts from halo 3 were pretty cool.

just the wierd little lines they scream make me lol mid-game. e.g. "he was my lover"

Clap Traps, Scooter, and HK-47 all spring to mind. Some of Scooters dialog is pretty amazing.

There are a few Oblivion ones going round,
My personal favourite was one NPC in the Shivering isles expansion, a prisoner in some weird lady's dungeon in which you could pull a lever and a terrible fate would befall the prisoner inside.

Anyway this one prisoner was just a little closer to the prison bars than the others.
Just close enough to be spoken to, after doing so I was rewarded with my favourite line in any game, ever.

He simply said
"I HAVE NO DIALOGUE"

The Plumber from the Ratchet and Clank series is awesome because he can go anywhere and knows exactly what to say to help you latter in the game.

That guy's awesome.

Okay seriously I gotta go with the Elites in Halo 2 (when you are the Arbiter) and in Halo 3, solely because they actually feel like useful allies who don't just get killed after a few hits. Having allies that also have energy sheilds equal to yours I just found a lot more fun.
Error is in Zelda 2, not Link to the Past.

HK-47 gets my vote, he's awesome, even if the Jedi are better than him and he gets almost no feats.
