There is one NPC whom I hold as my favorite above all others and tend to quote when Oblivion is mentioned. The female Argonian follower of Sheogorath.
"Used to be a dog, got better though, not a better dog, i'm a terrible dog."

"I once dug a pit and filled it with clouds... or was it clowns... come to think of it, it began to smell... must have been clowns. Clouds don't smell, they taste of butter. And tears."

That NPC in the NES Zelda game 'Link to the past' who says:
"I am error."
That guy's awesome.

Okay seriously I gotta go with the Elites in Halo 2 (when you are the Arbiter) and in Halo 3, solely because they actually feel like useful allies who don't just get killed after a few hits. Having allies that also have energy sheilds equal to yours I just found a lot more fun.

Error is in Zelda 2, not Link to the Past.

Oh yeah that's right, sorry. It's just been ages since I played either of those games. To be honest I'm not the biggest Zelda fan.

Sandal the Dwarf from Dragon Age is pretty good also everyone from the milkman level of Psychonauts, "I am in the road crew. This is my stop sign." My favorite NPC is Dougen (also from Psychonauts) though. That guy is awesome.

Have you ever found just some random character/monster in a game, that was just so weird or random or something(ie. a monster with a minigun and turrets attached to it's head for no point) that it was awesome and just made the rest of the game for you?

My example is going to be the Prinnies from the Disgaea series, for 2 reasons:
1) Dood!!! , 2) They are penguins that hold the souls of sinners and explode when you throw them.

Edit: It can either be a secondary character, or just a random NPC found in-game.

That's not so much a secondary character as it is a main character, he's got his own game now!

...Just how did it manage to get so much gold?

The mudcrabs own Pelegiad... I think the have some spare change around to trade with the Nerevarine.
Wrex from Mass Effect was pretty cool, somewhat generic badass but being a krogan he can successfully be the only badass with 4 testicles! He has quite an interesting backstory though, which can be said for the entire krogan race.

Also, HK-47. The sheer amount of awesomeness in HK-47 is mind-blowing.

Oh, and Sheogorath. Cheese for everyone!

No wait, cheese for no one. Which is just as much call for celebration if you don't like cheese.

Yeah, Sheogorath is one of the better NPC that have come along in a while. Almost everything he says is gold. Also the hermit from DA:O made me laugh quite a bit. The conversation you ahve with him is rather silly.

I'll second Alyx Vance, and also add Wrex from Mass Effect. His demeanor seemed to match his backstory the best.
