The only band existing without one that I feel deserves one right now is The Who. Perhaps the third most influential band of all time behind The Stones and The Beatles.

I'd also like to say that I don't feel any modern bands should even be considered. These kinds of games should be (and so far for the most part have been) exclusive to bands that changed music. Avenged Sevenfold would almost make the list, but they have not been around long enough for their legacy to be solidified.
First off did you know that Rush is 3rd best when it comes to the most albums that consecutivly go gold, only Behind The Stones and The Beatles. Just a random fun fact.

Also I think just any band that will sell copies of the game and have a good enough and big enough catalog of songs to pick from should be eligible for their own game.

Either way i think both Beatles and Green Day fit your criteria. Like them or not bands like Green day had a major impact on Punk Rock (Just look at all the American Idiot copycats) and as for the Beatles....well their the God damn Beatles!

Smashing Pumpkins
Black Rebel Motorcycle Club
Those would be good but a Sonic Youth one would be best though i'm not sure how they'll translate some of the sonic textures and freakouts into button codes for rockband or guitar Hero =P

You all FAIL MUSIC FOREVER because we're 3 pages in and I'm the first to mention Black Sabbath. Hell, there's enough Ozzy era Sabbath material for a whole RB/GH game. Then add some Dio....

U2. Why U2? Because they are one of the few bands to stay together so long, albeit too long. Their early stuff was kick ass.

Led Zeppelin all the way.

and another, Gorillaz.

The only bad thing would maybe be not enough guitar in their songs.

yes? no?

Yes, Gorillaz! It doesn't matter if a lot of them don't have guitar, I'd be happy to play parts with keyboards/drums/turn-tables etc.

As long as they had Stop the Dams on it...

Opeth, dear god Opeth. I have 9 and a half hours of their music, so they're not short on material. Plus tonnes of talent, and difficult songs to play.
God yes. The songs have great variety in difficulty for any instrument, and are just so beautiful to listen to.

I want a Tool game specifically for the drums. That or Between the Buried and Me.

Love it.

OT: Iron Maiden, definitely. You would need support for multiple guitars though. I was incredibly disappointed you could only have one guitar in GH: Metallica.

What I'd actually like to see is a Guitar Hero or Rock Band "Extreme" as it were, with death metal, black metal and various other sorts of extreme metal. I live for the day when I get to play Corporal Jigsore Quandary or Heartwork.

Failing that, Guitar Hero: Pink Floyd. A bit noodly, but for those with patience, it'd be epic.
