Batman Arkham City decoding help

I'm asking the Escapists for help in decoding this number sequence from the third radio transmission you get on the cryptographic sequencer.

The easiest message from the game was a simple number cipher of A=1, B=2 etc etc, but i'm unaware of the method for the second transmission, so haven't been able to follow the logic used by the person encrypting the sentence.

I've spent the last two days trying to decipher it by hand assuming that the most commonly occuring numbers are vowels i.e. A=3 etc but to no avail

I've asked a friend who loves these kind of puzzles for help and he suggests looking for the omitted letters from the sequence. for example 14 doesn't appear in the sequence so is *possibly* a Z or Q or other constonant that isn't often used in the average sentence.

I think that's all the information i can give, and help would be appreciated, it seems the internets *still* hasn't decoded this one yet when i ran a google search just now.

Well, I haven't reached that far in the game yet, but I have a theory, based on what you're showing me.

I noticed six numbers in there that could potentially be a clue.

24 1 11 4 24 9

I looked through the numbers, and there aren't any other numbers that repeat that have 3 other numbers between them. Given that this is ARKHAM city, it's possible that that sequence of numbers is the word "Arkham", if 24 is A.

Again, I don't have any solid proof to back this up, but it's the only thing that's jumping at me this second. And even if I'm right, it only decodes two other letters in the line, other than Arkham.

But even if I'm wrong, it's a direction to look at. Try to think of common words that the Riddler might use, and see if you can't spot them in the numbers, with vowels as the guide.

Because "third transmission" is a bit vague as the sequencer has many transmissions and starts off with three at the beginning.(Gotham news, the police scanner, and the arkham city com channel)

Use the cryptographic sequencer and go to these frequencies.

Radio Station 500.00/900.00
5 15 9 7 21 18 18 14 3 5 24 15 12 7 22 3 10 5 15 9 22 3 8 25 26 15 16 25 10 15 17 25 *chime* repeats. Decoded as: ?You will pay for what you have done to me?

I'm wondering how he got that message out of those numbers/letters. Oh well. I think we're gonna see some DLC on Halloween that includes Scarecrow. Why? The message hints at someone's return. Calendar Man says something about an event happening on Halloween. And Scarecrow's absence was notable during the game (all I've seen of him is one mention in a story you get after solving a riddle). You also hear several goons speculating whether he's in the city.

And if that code really does translate to anything about nightmares, it hints at him that much more.
