Hey guys, I am currently making a batman rpg, where the characters will play as henchmen of the villains and will gain powers similar to theirs, I have everything worked out, I have even used tips from "Check For Traps". The only problem is, I am trying to make up powers for some of the guys, that will be balanced with the others. I am going to be running a first level campign on my birthday, and I need help with it. here are the villians who henchmen need tweaking:

EDIT: i am also going to allow some guys to be vigilantes, to show the other side of the story, so yeah
