I think HL2 did an excellent job, especially where at the end of HL2 where you hear that foreboding voice taunting you as you kill your way through the citadel.
"Tell me, Doctor Freeman, if you can; you have destroyed so much, what is it exactly that you have created? Can you name even one thing? I thought not." Yeah, the VAs for HL2 are good, with one exception. Three Guesses.

"Reload Dr. Freeman!"

BEST: Metal Gear Solid series, God of War, Heavenly Sword, Final Fantasy 10(excluding the laughing scene), and Halo series.

WORST: Enchanted Arms, All Spiderman movie games, any Sonic games, and Conan.

Best- Half-Life 2

Worst- S.T.A.L.K.E.R: Clear Sky. Don't get me wrong, most of the voice acting in that game is decent. But there's this one annoying prick who seems to voice act every single bandit AND Strelok (they seriously couldn't find a better voice for him?).

Oblivion is bad to. The voice acting itself is tolerable, but the small pool of voice actors causes you to see people often talking to themselves. It just seems so bizarre that it sucks you right out of the game. That is why I spent most of my time wandering around in the middle of nowhere.

Oh good lord Baten Kaitos how could I forget...that poor game had such potential for greatness as well, and then they cheap out on the one thing that brings monotonous JRPG stories to life. The bloody actors.

I'm sorry Resident evil is by far the worst VO work ever!. Youtube "resident evil bad voice acting" It goes far beyond "master of unlocking" every voice in that game was god awful.
As for the best i'd have to say Metal gear series. It's just done too well.http://www.youtube.com/results?search_type=&search_query=resident+evil+bad+voice+acting&aq=f

"Here Jill take this it's a weapon.. It's really powerful..especially against living things >.>

Best would be... I don't know but worst goes to Resident Evil.
I'd say Resident Evil has the best voice acting because it's the worst. It's so bad that it has never failed to make me laugh. Playing as Jill got some of my favourites between her and Barry.

"Barry...there's a MONSTER!"
"I'LL SAVE YOU JILL!"

"You were almost a Jill sandwich."
LOL!

Wait.. don't open... that door!

Hey.. he was my friend too.... you know.
I agree Resident Evil is one of the best for being so bad
"Chris... This house is too dangerous... There are terrible demons... OUCH!"

Worst goes to Assassin's Creed, but only for Altair.

Inexplicably american sounding assassin from the middle east = fail

Rag on Oblivion much? They could always go back to text like in Morrowind, but then you would all whine of having to read so much. They cannot make every single character unique, and not as though every other game does not do that too. GTA civilians probaly have only a handfull of actors. Halo's marines have even less than Oblivion and barely sound different anyways.

Banjo Kazooie has pretty terrible voice acting.
I see what you did there.

I can't actually remember the worst voice acting I've ever heard. I think I've unconsciously erased it from memory.

For Research [http://www.audioatrocities.com/games/index.html]

My vote goes to Shining Force 3 for worst.

Maybe Bioshock for best?

Best: Half-life 2 + Episodes. Especially the Father (the name escapes me) in Ravenholme. I love that guy. Following with close runner-ups Bioshock and Mass Effect, with an honorable mention going to solely Three-Dog from Fallout 3.
Worst: Where do you start in here? JRPGs that, even those few I loved, had horrid voice acting? Oblivion with the seven people doing voices? I think I have to go with Oblivion considering the difference between the astounding game-play then getting drop-kicked in the genitals by the voice acting made it seem so much worse. I played with subtitles so I could just read the text quickly and move on. Considering the improvement looking at Morrowind->Oblivion->Fallout 3, the next Elder Scrolls game should make up for it.
