Best Character Creation Games?

One of my favorite parts of games like Fallout, Skyrim, and other such games is that you are able to make a 100% customizable character of your choosing. I'm asking you guys, in your opinion what is the greatest character creation game?

Are you talking Physical Appearance or Stat and Trait wise since you mentioned 2 RPGs as your example.

For Physical I would say Saints Row 2 and above. I know some people didn't like how limited 3 and 4 were compared to 2 but to give perspective it is still give you a lot more freedom to make a character as you want than most other games. In second is basically most games with Body Sliders as opposed to a single body or preset physiques. Dragon's Dogma is a also quite good though a little more subtle so minor adjustments are difficult to make.

Stat wise I'd pick most western RPGs or Western Style JRPGs (ex. Etrian Odyssey or the Souls games) since they either have a central character that is fully customization or have an entire party that you can customize. JRPG wise Final Fantasy X PAL, International, or HD version has the Expert Sphere Grid which lets you subvert the roles you would expect from the character given which means you can make the large sword wielding Samurai a pure spell caster and the Mage that uses living dolls as a weapon, the hard hitting physical fighter. Or Final Fantasy XII which due to the way the licence board works means that without grinding you will need to specialize each character in to a role and skill to make sure they are effective.

My tops are as follows
#1 Dragon's Dogma Because you can customize your body type, as well as facial features.
#2 The sims Is pretty good character creation with a wide variety of different options
#3 Soul Caliber. I feels it's good enough with the face customization, but then you can change the body some, and there is a huge variety of outfit customization as well.
#4 Wrestling games generally have a extremely high level of customization, where you are able to put together a large amount of looks, tweak your body type and muscle size to a huge degree. Customizing your move set is pretty extensive as well.
#5 Saints row 2 character customization is good and i felt i could put together a character that really looked the way i wanted. Witch isn't so much the case in Saints row 3 or 4. Again body type for me holds more weight than the face customization.

The biggest reason Dragon's dogma wins out for me is because in the in game scenes where it zooms into first person view, your characters height actually determines where the camera is positioned, ergo, if you make a tall character and play through the game, you kind of feel tall. That is a feeling unlike anything in any of the other games, and really sells it as one of the best character creations for me.

I would give it to City of Heroes/Villains. A game where you play as a superhero and can - to a very high level of accuracy - look exactly how you want. All powers and abilities have no affect on appearance and there are alternate costumes available in case you wanted street clothes or didn't want to be the odd one out in a space or medieval themed area.

Sadly, the game's been shut down for nearly two years.

Appearance or ability wise? Eve online has a good face generator. I was using it make references.
All Points Bulletin has massive amounts of characters appearance customisation even with out paying and if you do pay it gets ridicules. You can even do customs tattoos and clothing. Champions online has huge amounts of character appearance customisation and freeform ability customisation if you pay for it. Sadly both these game are pretty boring. I don't know if they are even still around

Saints Row 2. With the exception of programs like DAZ Studio, it's the only one I've seen where you can mix and match individual items of clothing the same way you would in real life instead of - at best - undershirts, overshirts and jackets all being treated as a single item.

Aw I remember City of Heroes! Great game character customization was great in that game

This. What was great was they added more costume features with each 'issue' (of which there were at least 17) without the need for microtransactions. Also you eventually got a wardrobe of four possible costumes, so I created costume variations for my hero to reflect my mood- Silver Age sparkly when I'm optimistic, gritty 90s Antihero for when I'm pissed off. And nothing but boxers when whimsical.

Probably the best size variation too. You could be 3 feet tall or 10, 1 foot wide or 6.

Hmm... Saint's Row 2 had really good character customization(it was more limited in Saints Row 3 and 4, not bad, but not as varied).. so did Dragon's Dogma.. and.. um.. that's all I can think of really..

Champions and Star Trek Online, both also by Cryptic, have quite a wide variety of options (unless you go Klingon). In STO you also have a lot of customisation options with your starship as well as your captain and bridge officers. Neverwinter's CC doesn't have quite the same depth sadly, though it's still pretty extensive.

In terms of body shape design and ease of use.

The system from Eve online is my favourite.
I believe the sims 4 copied some of it too.

focusing on physical manipulation rather than sliders is more enjoyable for me

Star Trek Online is the benchmark character creator for me. It lets you determine the length of your character's fingers, for crying out loud, and I haven't even looked at the custom alien races yet.

Dude, as a fellow Star Trek online player, I totally agree, and if you don't want to loose a whole day on STO, I would suggest keeping away from the custom ailen races, because they have a jack ton of things to change.

Dragons Dogma had a nice one as I was able to make a good looking women completely different from the default faces, normally the faces either look too samey in CC, or just crap.

Anyway the best out there is likely some Korean MMO.

But the pain still lingers...

Seriously, I'm surprised that nobody has tried to make an up to date offline CoH/V character creator. I remember the old one they released in Korea to try and build interest, but it was never updated. If someone did, it would be especially nice if your saved costume files still worked as I still have all of mine.
