The biggest reason Dragon's dogma wins out for me is because in the in game scenes where it zooms into first person view, your characters height actually determines where the camera is positioned, ergo, if you make a tall character and play through the game, you kind of feel tall. That is a feeling unlike anything in any of the other games, and really sells it as one of the best character creations for me.
These would be my recommendations too.

Soulcalibur V's character creation is really quite deep, and incredibly so if you have any experience with hex editing. The only downside is the limited facial options.
I have a large cast of characters I use across all games that feature character creation, easily upwards of 50 little archtypes so far, and most of these started out on the various Soulcalibur games. I'm even making MUGEN characters out of them these days, so they can become characters in their own right.
Can't recommend it enough, even if a little imagination is still required.

Sims 3 and 4's character creation allow you to really get in depth with facial features, and the focus on social interaction and everyday life in an interesting challenge when you're trying to incarnate a cast of predominantly fighting game/combat-oriented characters. The modern clothing is also a bit of a change... but the clothes in 3 and 4 suck, so...

Dragons Dogma has a decent character creator, and the build of the character even effects gameplay. There's a good variety of classes and skills that, at least in my experience, has allowed me to make many of my characters over the years playing it.
I've pretty much exhausted everything now though. Unless I want to make a boring old Shield-less Fighter, there's no much left to make.

Wrestling games do have good character creation, but you're fairly limited with clothing in my experience. Also in the later games, there's nothing to actually do with your characters unless you have someone to play it with since they ditched career mode.

And Saints Row 2 has some unique features, like the often touted gender spectrum, and great clothing options. It's a great game that I played for years with a friend of mine, but I didn't have too much success with my characters myself.

I would also recommend Souls games.
Their character creators are difficult to work with, but if you persevere you can almost get the face the way you want it. There's a huge variety of weapons and mechanics to tinker with though, so there are loads of possible characters to make, and each playthrough with a new weapon combination brings new challenges.


This is just reflecting my own experience and preference of character creation, but that's what I'd recommend. It really depends what you're looking for...

Edit: I'd also recommend Champions Online but it's not the best of games, and you have to pay to get the real meat of the character creation, choosing your own powers.
Like other games mentioned, there's loads of builds to make... but nothing to really do with them. Probably the most freedom of any creator I've mentioned, but you have to pay, and you have to get to max level to unlock all your slots... it's a grind I don't recommend.
A particularly great feature is being able to colour your powers... i.e. fire doesn't have to be fire when it's white or purple. You can choose from a wide array of powers and still have them be cohesive.
...I'd love to see that creator in a better game.
