Best way to learn a foreign language

I was just chosen for a Rotary Scholarship to either Germany or Japan next year for an exchange program. This, of course, means that I have about a year to become fluent or close to fluent in one of those languages. I can read simple books in German and have no experience in Japanese.

What is the best or fastest way to learn a new language?

They always say the best way to learn is to live with it, but that's obviously not possible, so... I'd suggest a program, but are there private tutors? That would probably be the fastest and most comprehensive (and easiest) way, if you have the money. And if they exist.

In a class, with a teacher who can correct you. That's the best way I've found. If you can't find one, maybe teach yourself with books and also look around for a native speaker who will Skype with you or something.

Since you have a basic understanding of German already, I suggest you go with that. It's also closer to English, so it'll be easier to remember. Plus, the majority of Germans are also fluent in English, or close enough.

(Those are the two languages I studied in college, btw.)
