hard to say between the two, since dresden is an fully developed character, _all_ of the books were about him and have fleshed out his personality, etc.

the lotr books had gandalf in them, but he was only a character in the story, not even _the_ character most of the time

If best as in "most powerful", I feel it's kinda difficult to compete with a master of dynamic Magic from the World of Darkness. The description goes "Dynamic mages reshape reality itself and [...] they are theoretically capable of anything". Sure, you may incur the wrath of the universe, but it's still very powerful.

I can't really vote for Harry Dresden because I haven't read the books. Rincewind doesn't count because he's not a wizard, he's a wiZZard.

So, I'm going to settle for Twilight Sparkle.

Best wizards... so hard to pick just one... here's a few good ones: Ged (Earthsea Series), Gandalf of course... and I'm recently really starting to like this series by Cinda Williams Chima, so.. Han Alister (Seven Realms Series), also Merlin... at least most incarnations of him... but that's a big... DUH...

Then again, I have people who do magic in a fantasy series I'm writing, but I avoided calling them wizards b/c I think wizards tend to be evil, actually. In my series I call my magic wielders magicians. They don't make magic, they're more like Ged, in which they use and can manipulate pre-existing things, and their main job is actually to preserve the balance of the world.

OT: Gandalf. Not only is he a badass magical badass of badassery, he also swings his sword and staff combo around and beats the shit outta' orcs like nobody's business.
