For me i would say the giant radscorpion from FO3 right now since ive been playing it again recently, The ammount of shots it can take sometimes just feels like a waste, sometimes i will just break its legs and walk away its not worth it.
Try super mutant overlords, Ghoul Reavers, and Albino Radscorpion, those are the real bullet sponges.
Hell, even one Reaver takes at least two Mini Nukes directly before dying.

Protip, if you get out of the Mako and kill things, you get 5x the experience! From the first Mass Effect, I'd have to go with both the Colossus and Thresher Maw. Though to be honest, I've yet to fight the latter since I discovered the Mako has a cannon as well. Never actually bothered hitting the RB when in that thing until my last playthrough. My reaction was somewhere along the lines of "Wh-What!? You...You've gotta be freakin' kidding me!!"

Super fast, super powerful at close range, has long-range radiation-based attacks, and are absolute shits to kill. I had the Weapon Mod Kits mod, had a modified Combat Shotgun with and Extended Magazine and Autofire Mechanism, and those bastards still took too many shots from a fully automatic shotgun.
Overlords are severely underrated enemies, when those bastards wield the Tri-Beam Laser Rifle they rape you hard, and they probably have more health than a Behemoth.
